I tried tons of things:

- The guide on here
- Youtube setup settings like 5-6, none of them helped.
- Putting Firewall off
- Putting AntiVir off
- Reinstalling, or using other torrent clients (I am using uTorrent right now)

My internet:
Download: 31.685 Kbit/s
Upload: 596 Kbit/s
Ping: 52 ms
Connects: 680 con/m

When i get lucky i sometimes download with 100 kb/s, but usually i just download with 5-10kb/s.
I can download games on steam with 3mb/s if that counts somehow.

All of these make your uTorrent settings unsupported.

ALL of them.

This means it's your internet provider and nothing we can do will solve it.

This right here tells you something that you missed seeing....on regular downloads your ISP permits without any problem to download but switch to torrent program and they detect and most likely throttle your bandwidth automatically.
