Most torrents from public trackers don't download

I seem to be having a really strange and weird issue with utorrent 3.4 (Build 30660). Since almost a month I'm unable to connect to seeds for most torrents, and it only connects to peers. That too, only very few peers. Due to this, the downloads usually don't start, and if it does, the downloads only happen from peers and not seeds. Even when there are around 15000 or more seeds, it shows 0(15000). Also, magnet links have stopped working. Whenever I click on magnet links, it opens utorrent but the files within the torrent are never displayed even after waiting for hours. In spite of that if I begin the download, it just shows 'downloading metadata', and the the actual file download never starts. I use Windows Defender as my anti-virus, and have created exceptions for utorrent in WIndows Firewall. I have also forwarded ports properly in my router configuration. Running the tests from with utorrent (using setup guide) also shows 'Result: Port is open. Your network is properly configured'.

 

I tried doing lots of things (trying the latest beta version of utorrent, entirely disabling Windows Firewall, removing the router and directly connecting my PC to the internet cable etc and even reinstalling WIndows 8.1 OS) but nothing worked. Then I noticed something strange. I dual boot WIndows 8.1 and WIndows XP, and this issue is happening only in Windows 8.1. When I try to download torrents in Windows XP, it works perfectly normally. Also, within Windows 8.1, I noticed that all these issues I described only happens with public trackers. Everything works perfectly when I download from torrents using private trackers.

 

Today I noticed something strange on all torrent sites. Every torrent link either has a red or green dot next to it, and only those torrents with green dots actually start downloading. I'm sure that thse dots are not part of the site, so some software on my PC (utorrent or something else) is actually adding it beside each torrent). When I hover my mouse over the red dot, it always shows 'Extreme Peering: 0 local seeders'. And when i hover my mouse over a green dot, it shows 'Extreme Peering: x local seeders' (where x is always some single digit number). I'm attaching two screenshots to give an idea. I guess somehow my system has been set to download ONLY from local seeds (I don't know what local seeds are), or else this is due to some malware. Please help me out. Thank you.

What internet security software do you have installed on your windows 8.1 machine?

I have mentioned in my original post that I use the built in Windows Defender for anti-virus/anti-malware, and Windows Firewall. I have a feeling that this problem has started to occur after a certain update to Windows Defender, around a month ago. I'm saying this because i also have a laptop running Windows 8.1 with updated Windows Defender (which connects to the same wi-fi network), and the same problem exists on that laptop too. But then, I guess apart from settings within Windows Defender, that particular update has made some other changes which I don't understand because the problem persists even if I entirely disable Windows Defender, Windows Firewall and also my router's firewall. I'm very much perplexed about those red and green dots, because I don't know if they're being displayed by Windows Defender, utorrent or my browser.

Yes, they're working fine. It is getting connected to 56 out of 272 seeders, and the download speed is maximum. I also don't see those stupid red and green dots (which I showed through the screenshots) on this site. But i was unable to check for magnet links because the site doesn't support it.

Then the likely problem is the specific torrents you're choosing have misreported statistics.

But then how is it possible that the same torrents I'm able to download without any issues when in Windows XP (which is on the same machine and using the same router)? Also, how to find out about those dreaded red and green dots? Anyone else actually seen those dots?

Ultimately, the dots on those websites are meaningless for a torrent's ability to start downloading or complete.

Things not working on your windows 8.1 machine while they are working on an XP machine on the same network could be anything including trying to use the same listen port on both computers.

No No! Both XP and 8.1 are on the same machine with dual boot option, so they are never running together at the same time. Anyway, I just noticed something strange. When i completely disable Windows Defender and Windows Firewall simultaneously (for both public and private networks), even those torrents with red dots (which I couldn't download earlier) are downloading at maximum speed even in case of very low seeds (right now I'm connected to 10 out of 39 seeds). But the magnet links still don;'t work from ANY torrent site. i just can't understand why there was a problem even though i had created proper exception for u torrent in WIndows Firewall (under both inbound and outbound rules) and in Windows Defender also. Could you please shed some light on this? Also, do you have any idea how I can get magnet links to work again? ALso, I need to disable these ONLY at the time of starting the torrent. Once started, re-enabling Windows Firewall and Windows Defender doesn't affect the download.
