Very unusual low speed

Hello all, I have used utorrent for years now, but recently got this problem. No matter which torrent I use, even one that has high number of seeders, my speed does not go over 5kb/s.

I press ctrl G and run the speed test, and says it is configured for 14mbps. Before, Utorrent worked fine. I have tried many of the steps in the guide, but my English is not so great!!  

Any help would be amazing, thanks))
