Tracker Connections Timing Out

Ok so this is a weird version of what seems to be a common problem.

 

I live with my brother and we have our PCs in the same room. On my PC I can use Ut just fine with no problems whatsoever. I installed the same exact version/build on his and mirrored all my settings to his Ut. No matter what torrent he tries to download his trackers time out, which are the same ones I use. I can immediately try to download the exact same torrent and it works instantly for me. Checked to make sure that Ut was allowed through the firewall and it is.

 

Other things we've tried:

 

Plugging his network cable into the port on the router that I use

Turning off his firewall

Reformatting his PC and installing/testing Ut before installing any other apps

 

We are using a SOCKs5 proxy, but the settings in Ut that I use for it are mirrored on his client as well. I'm at a complete loss as to what else to try since I googled every relevant thread on this problem and tried all the more common fixes for it.
