Can only upload (slowly) to peers from whom I am also downloading

Have tested this on more than one computer, including a direct connection to cable modem (bypassing Linksys E1700 router, current firmware), but all computers have roughly similar configuration:

 

Windows 7, 64-bit

uTorrent, current version

Windows firewall only: created specific TCP/UDP port forwards on all (as well as the router) and even tried disabling entirely

 

The problem strikes me as very unusual: It is not simply "I cannot upload". Rather, when downloading an extremely large/active torrent,* I establish an expected download rate of several MB/s with several dozen peers. However, I am only able to establish an upload rate of several KB/s with 2-4 peers. (The problem is not something profoundly obvious, like a cap on leechers in the basic uTorrent settings or an absence of leechers in general.) Furthermore, by simply watching the peer list in uTorrent, I can see upload only occur to peer with whom I am actively dowloading (who do not yet have the complete torrent either). Upload connections appear to be established to peers with whom I am not actively downloading, but these connections are then rapidly dropped. Thoughts?

 

I may be wrong, but I do not think it is a computer problem. As decribed above, I know it cannot be a router problem. For the hell of it, I even upgraded my old DOCSIS 2.0 modem to a 3.0, but that changed nothing, so I presume this is not a modem problem either. This would seem to leave only my ISP, a major provider (Chater), or a generalized computer problem I am over simply overlooking. Has anyone encountered this specific problem? If so, any solutions?

*The same presumably happens with smaller/less active torrents, but I download to fast to see all of this in these cases. Once any torrent download is complete, my upload/seeding essentially comes to a halt, except for continued "failed" leecher connections.

1. Sounds like you need to find a torrent with more seeders rather then fewer and the torrent file isn't popular or not many want it.

2. My router doesn't have any special setting I leave it defaut and it doesn't interfere with my utorrent workings. Nor does my Windows firewall need any port exception to work.

3. That's like left field there when mine gets down downloading is also uploading but when completed it goes into uploading mode and never stops unless you remove the torrent then it no longer uploads/seeds to other torrent users. I don't recall it coming to a halt once the torrent is completed unless the downloader remove the torrent itself.
