No they don't. The skins page had some trouble rendering your tabs but your download links should not have / at the end.

The file looks OK here, so you only need to fix the download links.
Notice in my pictures here, the link is not "id=1058/" but "id=1058"

Yeah it's something to do with the server. But your links now work. Before the only way to download was to go to http://utorrent.com/skins.php

Did you maybe want to edit your tabs.. many people fade-out or shade the second set of icons... because the first 7 are for ACTIVE state, and the others are for INACTIVE state.
