I found out the reason. Few days ago i took my laptop to my friends home and opened utorrent there. Immidiately it started to download.
I've been told that my ports are closed by the internet provider company or something. Im blocked.
I dont know anything about how to open ports.

I got the notification a few days ago for 3.1.2 upgrade, so installed it. After doing so (and after fixing the mess of an interface), I get a permanent "DHT: Waiting to log in" message, and of course tons of red seeds.
System: Win7/64
I've tried deleting and recreating the Windows firewall rules (no 3rd-party firewall).
I've tried uninstalling, then deleting firewall rules, and letting uT recreate them on install.
I've tried the various suggestions about resetting peer lists, etc.
Router rules are set to allow TCP/UDP for the appropriate uTorrent port.
None of that has any effect.
I then uninstalled 3.1.2 and reinstalled 2.2 and find that it can connect to DHT fine. Peers found, no red seeds at all.
At this point it appears that something in 3.1.2 is broken. Unless someone can give me some idea of what else might fix this, I won't be upgrading again.

Aside from Windows' firewall and the router filter (not installed on my computer, but may be relevant), Kaspersky Anti-Virus 2012 is the only security software.

Same issue here.
After updating from the previous version to 3.1.2, I also have the DHT: Waiting to login continuously.
I uninstalled uTorrent, removed all data from Appdata folders, removed all settings for uTorrent in my software firewall, rebooted and reinstalled uTorrent, rebooted my router etc. but no luck.
Before this version, uTorrent was working flawless. I have tried almost every suggestion i could find on this forum but nothing helps to remediate the issue.
DHT: Waiting to login is now continuously present. It doesn't matter if I download through a torrent file or magnet link, no luck.
VistaSP2x86, OnlineArmor 5.0 firewall (with uTorrent having full access).
Anyone a suggestion besides trying a different program?

Did you remove and re-add the rules for uTorrent in OnlineArmor?

So, yes I did.
Try removing your firewall and see if it magically starts working.
Really, removing OA as a solution? I've used OA since years and have never had any issues with uTorrent.
As uTorrent has changed and OA hasn't, I'm not going to remove the program that didn't change.
Thanks for all advice but I'm likely gonna try a different torrent client.

You don't have to do it permanently. Just try it for a little while to see if OA is blocking DHT traffic.

^After disabling OA and only using the Windows Firewall, DHT came back up immediately.
So, it's definitely no issue with just uTorrent but my software firewall.
I've posted at their forum, as soon as I get a response/solution, I'll post it here.

I'm using built-in Windows Firewall only. Its inner rule allows all incoming UDP-traffic but I have the DHT error since first builds of 3.1. My Internet provider swears that there was no any port switching or blocking on their side. So what should I do?

My post was to point out that it is a programming error in the uTorrent versions to not work properly with Magnet Links. I specifically said that it doesn't work with Magnet Links and that uTorrent was working with OpenOffice .torrent files. I never stated that they were Magnet Links. Though DHT problems are separate, the operate the same in virus protection and in firewalls. They don't know the difference between a Magnet and a .torrent, a peer connection is a peer connection to them. This is a programming error in uTorrent and that we should downgrade to an older version. Everyone on here, including myself have stated that uTorrent previously worked, then when updated it stopped. Any computer person could figure that one out. 1 + 1 = 2. working before update plus update = fail means the program is bugged in the update. When the only thing that changes in the system is the version of the program, it is obviously a problem in the program, not all of our systems.

What is? That the contents of the torrent aren't available when using magnets? No amount of downgrading is going to fix that. It has NEVER worked the other way with magnets.
Fix your settings and fix your firewall.

You need to allow all OUTGOING UDP traffic.

DHT works fine. There's nothing wrong with DHT support in the client.
If DHT does not work for you, there is a problem with your setup or connection.

UDP-In On, TCP-in On, UDP-Out On, TCP-Out On, all uTorrent exceptions are on, all setting inside of uTorrent as directed by uTorrent website. Every setting is correct, but magnet links continue to not work with uTorrent. Unless DHT has to be entered into the firewall (which I know does not), every setting is right. Unless there is a secret setting to do in uTorrent, then all is right. Fix that problem.

I found solution to the magnet link problem when using TPB. You can go around it and just download the torrent.
Step 1: Find your torrent
Step 2: add torrents. to beginning of address (should look like torrents.thepiratebay.se)
Step 3: delete /torrent
Step 4: add .TBP.torrent to the end (not TPB, TBP it is correct that way
Step 5: hit enter and enjoy the old TPB downloading method
address is http://torrents.thepiratebay.se/file id number/file name.TBP.torrent

I've just created a special rule to allow all OUTGOING UDP traffic for µTorrent. No changes.

Hm.
Do you use Peerblock or anything like that? It blocks the IP of the bootstrap router, so you'd probably never be able to get onto the DHT network.
Can you ping router.utorrent.com?

1. Yes, I use PeerBlock but when I disable or fully unload it result remains the same.
