Utorrent measuring uTP delay even though uTP is disabled..

I have uTP disabled (restarted uTorrent) and its still measuring the uTP delay in the speed tab.
Is this a bug or normal behavior?
uTorrent version 3.13 build 26837

Settings:
Options -> Bandwidth -> Apply Rate limit to uTP connections -> Unchecked
Options -> Bittorrent -> Enable bw management [uTP] -> Unchecked
Options -> Advanced -> bt.transp_disposition -> 5
