Trackers Automatically Reload and Slow Download Speed

I started three simultaneous downloads (two downloads included multiple comics and the third was a movie). At first my download speed was great, but then it dropped down to a few kB/s. I tried to change the bandwidth location and the port. This would solve the problem for up to thirty seconds, and the settings didn't save. Then i tried to delete the downloads and the files. The trackers kept automatically reloading and the downloads kept automatically restarting with the same speed issues as before. Despite "downloading" and getting any given download up to 10% complete, individual files had no data in them.

Does anyone know what the problem is?
