Way to increase peer connections?

Is there any way to increase the peer connections when I'm seeding?  My connection seems to be OK, and I can upload some things.  But I routinely have 0(4), 0(5), 0(17) peers.  Seed/peer ratios are only 2-3, but they sit there forever without uploading.  How can I upload more?

You can't.
If there's no demand for your upload, it won't get used.

Thanks for the reply.  I understand, but I thought if there are say, 30 seeds and 15 peers, and I'm one of the seeds, I should be getting some of the upload traffic. 
At what seed/peer ratio would you say there is not enough demand to expect any seeding?

Not always.

Seed to peer ratios aren't as cut-and-dry a metric for how much upload you do as you seem to be assuming.
If the combined upload speed of those seeds is massively greater than the combined download speed of the 15 peers, there's a very real possibility you'll never upload, especially if your client can't accept incoming connections.

Thanks.  One last question (just a figure of speech).  If it says "Connection working" with a green light in the Network pane of Preferences, does that mean I can accept incoming connections?
