Is the web portion down because when I try to create an id for the first time it says it cannot connect

Ok I have the newest beta loaded but the rss downloader is not working. It shows new stuff in the RSS feed but they did not autodownload nor will it download when I click on the feed and click download torrent

I have an issue with the new beta. I have my seeding set to be 150% but when it reaches that it does not stop seeding. It doesn't have an ETA in the screen so it assumes it has but it hasn't
