You can add At&t U-verse to the list of ISP`s that throttles bittorent. When I first got u-verse 2 months ago, I was getting speeds of 1.5 mbits.Now it just fluctuates all over the place and what use to take minutes to download now takes hours.Uploading is xtremely slow to non exitent.
