I have the same connection as you do. Same speeds and all. My 200 kBs speed boost last only a couple of minutes then it is back to the 90 kBs. The 90 kBs is your actual top speed, if you continually try to max out this connection it will flush your torrents. When I say flush, I mean the upload and download will drop to zero for a few seconds then boost back up to the 200 kBs mark. You have seen this happen correct? So, I doubt there is anyway for utorrent to help since your top speeds are controlled by your modem.
