Yes, Teksavvy does. Well, no but because they buy time on Bell lines and Bell DOES throttle. I'm on 6mb service and it's coming down the pipe right now at 8kb (19 of 159 seeds) and 6kb (18 of 99 seeds) respectively. For various reasons (shaping being one), I left bell and went to Tek. I'm still being choked today (albeit one ISP removed). I checked using glasnost yesterday and came up with this:
