The general line is that they are using their previous BitTorrent DNA developments on delay-based congestion control. DNA protocol is kinda proprietary and secret as well... but the whole stuff looks like a lightweight implementation of TCP over UDP with delay-based congestion control and probably some P4P-like topology hints in the future.
Still, declaring they wanna it be a standard and keeping it sikrit at the same time is kinda strange.
