Yes that's normal behaviour for windows I've noticed the two builds after 14470 have impacted my browsing speeds much more, I think it is using more upload than it should, I have it limited which was working fine in 14470 and my web browsing speed was hardly affected even when downloading at near full speed (which was fantastic as I didnt have to stop downloads to browse) but since trying the later betas they seem to slow things down again. It could be that its just making more TCP connections than before, I'm not sure, I shall have to test it in more detail at some point
