And what version of O/S is the other computer.  Also Speedtest is your ISP test bandwidth it has not bearing on torrent usages those are based on swarms and those sharing the torrent. What and how is your other slow computer connected to the internet or router is also key here. Maybe look also at your router how it allocates bandwidth makes a difference as well.

Then complain to VPN they most likely are following the nation communication laws so that can also happen. All VPN's aren't equal and you need to find out if they support utorrent usage through their VPN and if not that is why your utorrent is so slow.

That sounds like ISP Throttle and most likely won't change. I think your confusing ISP speeds with torrent speeds they are not equal and if your ISP detects torrent usage they will auto Throttle your internet until you stop the torrent usage then your speeds returns back to 10-12 Mbps again.

Upload is based on others finding your torrent file to download you have to wait for someone to find that torrent file version to start downloading. Also you need to check what torrent server your using to seed and create that torrent to insure there space to upload as well.

I had no issue using Proxy to run utorrent with 2.2.1 utorrent. I've used this setup for long as I can remember and it has worked fine. Just use Proxy address outside of NA ISP blocks and you'll be fine.

Depends which version your using for utorrent. They all have a settings that you can custom set default save folder for each utorrent actions. Did you look there? There is a settings where you can create folder for each actions or create the folder ahead of time and point those settings to each folder to not confuse what is torrent, incomplete download and completed download.
