Hm... I guess the problem didn't get fix ><. i'm getting 115KB/s with 80seeders 12leecher. Going to do to turn on bandwidth management back on and see. Figure out. my upload can be up to 58Kb/s, but i set my upload to be 15Kb/s so my download is limited around 400Kb/s. I change from 15Kb/s to 45 and my download jump to 760Kb/s +. So my conclusion is that your upload now effect your download. Seem like utorrent automatically limit the download to the update. So if you have fast connection and set your upload to like 15 insead of whatever max upload you have. It'll download slow, i don't know if advance setting have an option to ignore this ratio. I'll try to play around with it.
