Logging is not set to verbose, nor are any logging options checked. In addition, files that were in a folder when the torrent was created ALL get tagged as .!ut on startup, even when the files are complete. I suppose I could just turn off that option, but that just hides the problem. I've lost track of how many builds have past where this doesn't change. EDIT: I forgot to mention that this happens on both XP SP3 32-bit, and Win7Ult 32-bit.
