Computer Speed slow

I have a new i5 6600 with 16 gigs ram and a 240 gig ssd and a 2tb HD.
I am using utorrent version 2.2.1. I have a new cable modem surfboard sb6190 and a n900 netgear router. My internet speeds are 30 mbps down and 6 mbps up. I am using windows 10.
I like to play videos as I download but I am getting computer slowdown and audio with static. If I play a youtube video I also hear static.  I checked task manager and my cpu utilization is 82% with utorrent at about 30%.
What should I set utorrent parameters to? I am using 100 max /30 max peers/8 upload slots.  Or is it a build error? I am using the ssd as the download target.

I also thought it could be the utorrent disk cashe so I manually set it to 256.

Seeding does not effect the computer performance, just running a new torrent and downloading causes the problem.

Ok, I cleared out all my setting and loaded version 3.4.5 build 41865.  The slowdown problem is still present.

 

The problem occurs even when I'm using 1 torrent. My target directory is on the ssd.

I show the green icon on the top page for a good connection.

My current settings are maximum  2 active torrents

Max upload 450

Global max connections 100

Max connected peers per torrent 25

Number of upload slots 8

Disk Cache is on Automatic
