Torrent can not start download when first piece is missing v2

I have reported a bug before but I'm so sad that you didn't get my meaning. (P.S. I'm not English-speaker, and I've try my best to explain...)
Reference:

So, I decided to do an experiment to prove my finding (with detail steps and pictures below). And I'll show that it was really a bug.

 

Step 1: Find a movie file, such as a mp4 file.

Step 2: Create a new torrent for that mp4 file.

Step 3: Torrent created. (torrent remain stop at this time)

Step 4: Use a Hex edit tool, such as HxD Hex Editor to open the mp4 file.

Step 5: Change the first 2 bytes. E.g. change from "00" to "FF". Then save.

Step 6: Force Re-Check the torrent

Step 7: The first piece of the file will be damaged, and the torrent will become 99.8% (or maybe 99.9% depends on the file size)

Step 8: Start the torrent for seeding.

Step 9: Use another computer to open the torrent that you created. And try to start the download.

Step 10: Both computer can see each other but the download is not starting.
