if its just a download limit then no because you are uploading. The acks might but they are really small depending on your upload speed. If the limit is for total bandwidth then yes it will

That you have a monthly limit at all (other than constant speed limits) means you might want to set upload speed max in µTorrent a little lower than you might otherwise. So if your max upload speed is at most 28 KB/sec, you might want to only use 20 KB/sec...or even a bit less.

20 KB/sec constantly is ~1.65 GB a day and ~49.5 GB a month (for a 30day month).

128 kilobits/sec (~14 KB/sec useable) is considered the absolute minimum speed to qualify as "broadband"...so if you're not allowed to consume as much bandwidth as that constantly per month -- what you're getting may not legally qualify as an always on broadband connection!
