Speed Limit on User Interaction?

I didn't think the question was that complication. Sorry.

There is an option in Preferences -> Bandwidth that says "Stop transfers on user interaction. This feature stops all program traffic when you are using your PC. A more practical setting would be to apply the Global Speed Limit settings when the PC is being used, and then turn off the limits when the PC is unattended. Is there a way to do this that I am not seeing?

Pratically speaking just uses utorrent or shut it off when your browsing so it doesn't hog your internet. What your asking is next to impossible since the computer is always on it going to detect that your computer is being used and won't do that. It be easier just to close utorrent so it doesn't affect your other internet speeds.

Umm, sorry, I don't buy that statement. Windows and various programs can detect when you are idle. Some programs have a time settings to set how long it takes for no user interaction (keyboard/mouse/touch input) before it will flag you as idle. AIM/ICQ both did this back in the 90's. TeamViewer does it I noticed the other day. uTorrent is already doing it, but the setting I pointed out just STOPs Up/Down traffic instead of just throttling it. I realize there are settings/scheduled for speed limits but what I am suggesting is an option for it to just enable speed limit on user interaction and disable speed limit on idle. Simple.
