Connecting to peers 0.0%

Hello all --

I've read the last 10 or so threads with this topic, but their solutions were not my solution.  So I'd be grateful for your help!

Problem:

Not always, but most of the time, I cannot connect to any peers.

 

Things I have tried:

Upgrading to v. 3.4.9.  This made the problem worse.

Rebooting utorrent and computer.  Once in blue moon this works.

Resetting wifi adapter in windows.

Connecting via ethernet.

Running a speed check on my wifi.  It is fast.

Using torrents I know have lots of seeders.

Using a different wifi connection.

Shutting off my antivirus (Avast).  One time this worked for a few seconds, but it did not work when I tried several more times, so I guess it was a coincidence.

 

I'm out of ideas.  My websurfing works fine.  I saw in other threads youse guys asked for a screenshot of trackers so here is one.

NB:  My interface does not show me your sig files and I cannot find a place to change that.  So if you need me to download a file, I can't do it from your sig.  Thanks :).

Transfer cap settings are good, as are everything else I can understand in the settings.

I also forgot to mention that I uninstalled and reinstalled the current version.

Another behaviour I forgot to mention:  Sometimes d/ls work but rate is absurdly slow -- kb, not mb.

 

This morning, one file will d/l but others from the same site will not.  Here are screenshots of the one that will and one that won't.

Any ideas?

Would be true but the screen shot shows otherwise. So it's the user's fault not utorrent.

Well, sort of..

I had set the transfer cap for uploads only... and that worked before. But now, when it reaches the upload cap utorrent halts downloads, too. It's a bug.

But, thanks to DWK pointing out the sit, I  have a workaround -- just shut off the upload cap.

Not actually a bug. More of a user misunderstanding of the implementation.

Oh, really?  Please clarify.  I saw the choices: uploads, downloads, or uploads AND downloads. It seemed clear that if I didn't choose the 'and' I should not get the 'and' ;)
