I updated the uTS to get the last translations, which can be downloaded directly from here. Keep in mind that those files are NOT automatically on the official page (as in earlier times ...). But for testing your updated translation this works fine. So the last file for Windows (utorrent.lng is inside the .zip with an explanation) your get here: utorrent.lng Version 43085, Update 00, Status of Windows translations.
