Need Example for "Run this program when a torrent changes state"

uTorrent 3.3's "Run this program when a torrent finishes" doesn't seem to be working, so I wanted to make use of the other feature as a workaround.

However, I'm not sure what the syntax is for this one. What do I need to put in in order, for example, to open up a notepad when a torrent finishes? Or open up a notepad when I pause a torrent?

Okay, but the main question for this thread is regarding the syntax for the "Run program when torrent changes state" feature. 

Can you give me an example of how to use this (for instance how to open up notepad when you pause a torrent)?

What kinda file are you trying to run?

I'm trying to run a command. So for example, when a download is completed run "notepad.exe".
