speed test failed 10047

so ive had all my torrents stuck on connecting to peers. i ran the setup guide and was told ''speed test failed: connection error an address incompatible with the requested protocol was used. (10047)"

 

i have tried other solutions on the internet, i even downloaded both bit torrent and u torrent again to see if this was the issue, as the issue is in both programs. I've changed max connections, enabled services that were disabled, disabled and enabled various settings from different advice threads on similar problems.

the setup guide says that my network is fine and ports are forwarded, so that is not the issue either.

there seems to be no existing thread on the issue regarding error 10047

What antivirus and firewall do you use?

Did you google or yahoo or other searches for what that error said before posting here?
