Set Auto Shutdown how to make setting sticky?

I love all the setting for the "Auto Shutdown" but why can these setting be made sticky as in the setting I use does not disappear after it function has been used like for me its annoying and I forget sometimes that I want the  "Quit when download completes' to work that way.

 

I not seen anything on this feature info other that the default how to find as use the setting a it is.

Hopefully you can understand my question and tell how to fix this problem and if there is now way to adjust these settings I like to request they be added. Thanks!
