Run down 1/3rd of the page & it gives the problem statement while also stating the proposal on http://btslave.sourceforge.net/btfriends.html . Although the development seems to be dead but the idea is good. If one could somehow know which .torrent files or pieces are needed more & can be used with some tracker it would be so cool. Aside from that, the proposed extension seems to require storage for every single IP and/or client_id you successfully make friends with, as it's permanent and not just a temporary "friendship."
