uTorrent opens on Start up, but fails to start downloading, newly added torrents

Hello fellow uTorrent users, I am running uTorrent 3.5.5 Build 45628 (32 Bit) set to run on start up. The page appears, but fails to begin newly added torrent files, until I restart my PC again. This issue began recently. I can't say if it started after a Windows 10 update, or when. I have hi-speed fiber optics internet. Normally a torrent starts immediately less than 2 minutes after downloading Metadata. However I noticed, I would have 5 torrent all sitting there doing nothing. Upon restarting my PC a second time, they take off as usual.

Anybody experiencing  this same issue? What did you do to fix it?

What's your Windows version/build# ? Can you post what is being displayed in your "Logger" tab in both cases?
