does force starting slow down the dl rate or is it the same as if you didnt force it. thanks

Same, assuming you're not overloading your router with connections. Of course, you might have to take into account the fact that you don't have unlimited bandwidth, so if other torrents currently following the queue are sucking up a lot of bandwidth, it might be slower than if it were on the queue (only because you have more torrents running simultaneously, not because it's inherently slower).
