Port Problems

I can't get utorrent to run through an open port, and when I set it to a port I am absolutely sure is open, it says it isn't. also, I can't set a static IP address. I know how to, but I have reasons why I can't. So can anyone help my port problem. My firewall is PC-Cillin 2002, and even with Windows firewall set to allowed it through a certain open port, it doesnt work. (This is with PC-Cillin shut down). I will not turn off my firewall, but can anyone help me? Also, what is a seed? Sorry for the new user questions, but I would appreciate some help.

Forgot to mention that when I start a torrent, the speeds slowly rise occasionally, but not all the time. Right now they are between 50-60 kbs.

Doesn't "I will not turn off my firewall" conflict with "This is with PC-Cillin shut down"...? Anyway, if you can't set a static IP, there's not much we can do about it (at the moment anyway). Static IPs are basically required if you want the rules to continue to forward the stuff to your computer. If UPnP doesn't work for you, then NAT traversal might be your last hope, but ludde barely started implementing it in µTorrent.

Firstly, you're supposed to uninstall to rid your computer of its influence. Secondly, like I said earlier, if you can't set up a static IP, things are going to go awry if your computer keeps changing its LAN IP.

Oh, and I forgot to answer your question before... a seed is a peer who has 100% of the pieces in the torrent (all the data, basically).
