Torrent downloading at 2MB/sec but progres repeats 1.7% then 1.8% then 1.9% then BACK to 1.7% and repeats over and over.

As title.

 

Cannot progress beyond 1.9%. The torrent is stuck in an endless loop of 1.7-1.9%.

 

I have restarted the program,. forced a check of the data, restarted the torrent, deleted and redownloaded it etc.

 

If I set all files in the torrent to "skip" it still goes to 93.4% progress, then ticks up and at 99.9% goes back down and ticks up again. It has even once hit 100% and then went back down.
