Ultima
http://www.utorrent.com/setup_guide.phpYou very likely need to redo the port forwarding for the new computer.

daanran
i use a chinese one called Kingsoft firewall(i think it is)
Ultima
Heh I wouldn't be surprised if it's the firewall that's causing you grief. Uninstall it completely, restart your computer, and see if it's still a problem.
daanran
i uninstall it already, but the speed is still no big improvement...Also, i follow the setup guide, did everything again..and the result is still the same..Then i unplug the internet and plug it into my old computer, then the speed is still very high....Very strange!!! Switeck
You may be allowing too many connections or half-open connections.Have you tried Ultima's slow speed solution guides? (The links to them are in his signature)
daanran
i tried... but no use at all
Switeck
Just for testing purposes, have you tried making your own torrent and seeing if you can run µTorrent on your 2 computers (old and new) and download it through your router that way? If it's still firewalled, we can rule out the modem and even most of the router as the cause of the firewall.
