The FAQ actually doesn't answer that question. Though it's been answered in the forums dozens of times (literally).

Seeds displays the number of seeds you are connected to, and the number of seeds in the swarm in the parentheses. The number in the swarm is collected from the tracker and other methods of exchanging peers, such as DHT or Peer Exchange.

Peers displays the number of peers you are connected to, and the number of peers in the swarm in the parentheses. The number in the swarm is collected from the tracker and other methods of exchanging peers, such as DHT or Peer Exchange.

No you can't tell how fast the peer is uploading. Even the "download rate" isn't accurate at all -- it's an extremely rough estimate that should barely be taken seriously.

MaxUp is the peak, unaveraged speed at which you were uploading to the peer. This value is displayed in bytes per second.

MaxDown is the peak, unaveraged speed at which you were downloading from the peer. This value is displayed in bytes per second.

Queued displays the number of bytes requested by a peer that was left unsent by your client.
