Switeck
Try reducing upload speed to only 12 KB/sec...and alternate speed of 16 KB/sec while not downloading. Also enable peer.lazy_bitfield if it isn't already.Seems your ISP hates you and is throttling BitTorrent traffic like a dog. Switeck
Some ISPs throttle traffic based on time of day -- with middle of the night being allowed to run the fastest.

Switeck
You cannot use a port number higher than 65535, period. However although it is inadviseable, you could in theory use a very low-number port like 21. The VoIP port your ISP uses (port 1090) sounded like a good one to try.
