Seeds/Peers Question

When viewing the various details in the General tab for each torrent, quite often I notice that the listed seeds and peers will have 2 numbers associated with it, one that says "X of X connected", and another set in brackets that says "X in swarm". What exactly are these numbers showing, since they almost never jive?

At first I thought it was reflecting numbers reported by the tracker, and the numbers being available via DHT, but this disparity still occurs even with private trackers (which I assume utorrent doesn't use DHT for torrents with the private flag).

Is it perhaps indicating total available connections in brackets and actual/viable connections (due to forced encryption)? It's sometimes a rather large difference, so I've been rather curious about it for some time now, but keep forgetting to come by and ask :)
