Default upload slots wont work unless forced via ind. torren

Hello!

I have set my upload slots to 30 per torrent. However i have to manually set slots for individual torrents.

I was uploading a torrent and checked the speed. I thought the speed was a bit low comparing to S/L ratio and my max speed. UL slots for torrent was set DEFAULT (30 in my settings).

When i MANUALLY set the slots to 30 the speed jumped up and stayed there. Also data was uploaded to more peers too.
