Where I can find explication for all advance settings, and what is tcpip.sys patch,

I downloaded a patch for this file and my AV don't let me open the file because is trojans infected

If you got the patch from lvllord.de, it's almost definitely a false positive. The explanation for all the advanced options are already in the FAQ.
