Reconsider gui.ulrate_menu behavior

Currently the status bar upload rate menu affects only on global upload rate which is not quite good, i think. For if i need to temporarily limit my upload when i'm only seeding (to send large file by e-mail for example) i have to go to the Prefs, change or switch off alternative ul/rate, send e-mail and then set µtorrent ul/rate back by the same awkward way.

I think the status bar upload rate menu should affect on current rate and there perhaps should be additional item in the menu, a kind of "Reset to default" or "Reset to Network settings".

Or perhaps someone could suggest a better solution.
