I had disable Windows Firewall, (The only firewall). Uninstall Antivirus.But my upload speed is keep changing every seconds.And i had tried to upload something, on my brothers comp. Same site, same torrent and Maximum Upload speed. STABLE SPEED.On my comp:Mostly 10-50KB/socasionaly 70KB/sOn My brothers comp:118KB/SAnd this is global speed, not for a toorent.
