Switeck
Who is your ISP?Certain ISPs interfere with BitTorrent in different ways, so knowing that we might be able to tell you a specific workaround...or tell you it's hopeless. Or if it's an ISP not known for interfering with BitTorrent, for you to keep looking for local problems with possibly your router, modem, or computer. Switeck
Everything I've read suggests your problem is your ISP has throttled you for exceeding their monthly quota and slowed you down to either 72k or 33.6k speeds. They may also have started blocking/throttling BitTorrent specifically even before you reach quota.
