Please help me with this excruciating problem!

Hello! I'm new here, and I've been to the site FAQ's, but they didn't have an answer to my problem.

The thing is that every time I open my utorrent, the buttons all indicate that they are about to start downloading (they are blue), but after a few seconds they ALL turn red and everything just halts. And what's more, when I looked down to where it shows you the status, and under 'Tracker' it said this:

"No connection could be made because the target machine actively refused it."

I've tried everything that I could think of (I think perhaps I'm just TOO new at this) but nothing has worked!

If any of you can help, that would be so great! ;D And I hope this information about my error is thorough enough for you guys to understand!

Start with your connection setup.

What's the speed of your line both down and up?

What settings are you using in µTorrent, as shown by Speed Guide (CTRL+G)? (too fast for your line and you'll get ALL kinds of problems, too slow and you won't be uploading nearly as much as you could be...thus costing you download speed back in return)

Who's your ISP? (They might be blocking bittorrent traffic)

Do you have a router? (have you configured it correctly?)

What brand and model of modem do you have?

Do you have any software firewalls, antivirus, or antispyware on your computer?

Oh I'm sorry if I sound stupid.

But where do I find the connection setup? I'm right now in 'Preferences', under 'Connection', and I'm looking at 'Listening Port'.

But as for my 'Speed Guide' it says as follows:

Connection type: xx/100Mbit

upload limit: 11200 kB/s Upload Slots: 50

Connection (per-torrent): 125 Connections (global): 100

Max active torrents: 25 Max active downloads: 25

And my current port is 34045.

I don't know how to find the ISP, I don't exactly know if I have a router, and I have a 'Agere Win Modem'. And my current firewall has expired.
