sometimes works sometimes don't

I followed suggestions in the forums and set up guide. Things were working ok. 120kb/s max. on one download and about 36 kb/s on another downloading at the same time. (My uploads were still higher than my downloads) I noticed the downloads were getting lower as time passed, as low as 5kb/s. I read other users have had 400kb/s or more. What could I do to fix the fluctuating and how can I get the 400kb/s or more?

router: Linksys wtr54g v 2.2

modem: Terayon tj715

bandwidth: 2mbps

connection: cable

any help would be appreciated!

Yes I did use the speed guide. I tested my speed with the link given, averaged all the upload speeds (6-8), set my speed at the average( actually rounded down to the nearest), and also tweaked the upload as the set up guide recommended. Still not getting the 400k download and still fluctuating from high download rate to low .?.?.?.?.?

I did run the slackware to test. I tried several different settings to see what would be best. My best result was

xx/768 in speed guide and changeing to xx/512 settings in the preferences. I had 336.7kb/s average download with it getting to over 400kb/s at times. 15.6 average upload. 22/34 seeds 32swarm. 5/34 peers 11 swarm.

Using the set up guide I ran speed tests and total average upload should be 1287 kb/s and to tweak 128. When I put it on these settings

210.6 average download and 8.9 average upload.

I ran several tests and these are my best results. With the best settings I have to work with is it possible for me to get 400kb/s?

Yes I am sustaining the upload I set.

If your upload rate was definitely tested to be over 1mbit/s, then select xx/1mbit in the Speed Guide. Other than that, there isn't much you need to do, as your download rate seems to match what you're paying for. I have to say, though, that it's very rare to see symmetric up/down rates for connections...
