Switeck
Try running Speed Guide (CTRL+G) and choosing the xx/2mbit setting. If you want, you could raise the max upload speed afterwards considerably to about 50-80% of your upload max (roughly 350-600 KiloBYTES/sec) and maybe increase the number of active torrents by a few.Your ISP may be throttling BitTorrent upload traffic to about 1.5 megabits/sec (thus you can only upload around 150 KiloBYTES/sec)...if that seems to be the case, try the xx/1mbit Speed Guide setting. (and tweak it up a little if you want.)

Switeck
Maybe, depends on the speed of the peers and seeds on the torrents you're after.Trying to get 5-10 torrents at once would probably net you the greatest download+upload speeds. It's rather rare that a single peer or seed can upload faster than about 60 KiloBYTES/sec. So getting over 10 KiloBYTES/sec from any peer/seed is actually pretty good since they're probably uploading to others too. Just running 2 torrents at a time with 5 upload slots each effectively lowers upload speed per person to 1/10th of max.
