port and connection problem...HELP!

hi,

whatever i do i cannot get uTorrent to reach speeds above 1.8kb.

I have a little yellow triangle with a '!' in the middle. I have tried opening both ports on my router (d-link di-624) and my modem (dynalink rta100+).

I am trying to use port 58832 but when i click test port in utorrent it says the port is not open. I have followed the instructions on portforward.com numerous times.

i have updated the firmware on both devices.

I have set up a static ip address which is 192.168.0.100

i have also diabled windows firewall and my anti virus

nothing works....help
