Because people who rarely use the internet don't have internet-street-wisdom. Don't judge too quick. The internet is a warzone compared to the protected societies of most western countries. The internet allows for a large amount of outrageous scams that wouldn't be that easy to setup in real life.

Surviving the internet / Before you spend a single dollar...:

ALWAYS READ THE FINE PRINT! (most scams work by insinuating a thing in an advertisement but making sure the actual contract makes it very clear what you are really spending your money on. Its enough of a grey zone to trick people without actually becoming legally actionable)

Distrust before trust.

Google is your friend. Use it to find out as much about the company and your purchase as you can.

Ask around. Both in real life as on the internet (category specific forums are the best).

Don't trust a single source (webshop/article/webpage/advertisement/forum).

Think carefully.

That should be the TOS for all ISPs, instead of the legal mumbo-jumbo they throw at you and you throw out. I should print that out and make flyers, or something. Did you come up with that?
