Max Half-Open TCP Connections

I have applied the max half-open TCP connections for winxp sp2 but somehow when I check it again I got this :

Is this normal after I applied the patch ???

I already set my net_half_max_connection to 40..............But whenever I check it again at Control Panel --> Administrative Tools --> Event Viewer --> System..........I saw this warning lastly on 12th May 2007 but no more warnings available after that date........

P.S - Forgot to mention that I had patched it to 99 open connection...........

Sounds like a windows security setting issue to me. Hope you aren't using Vista, because you'll go crazy trying to set permissions. Anyway, my half-open is set to 16777215 connections, and my downloads, providing there are real seeds (many partials out there) have reached over half a megabyte per second!
