stuckmoto
Disable UPnP port mapping and forward a port in your router if your using one. If not give permission through Windows firewall. p.s. There are known issues with NORTON!
Switeck
Is your internet connection ADSL, cable, fiber, or ethernet coming into your home or apartment? If it's ethernet, it's likely going through a gigabit router/switch of you ISP's that you don't have access rights to. Switeck
Norton is invasive. Just disabling it probably isn't enough...try completely uninstalling it and you may even want to do a system cleanup and/or registry cleanup (using various 3rd party programs designed for that task) afterwards.
