Strange problem with queue torrents

In the Options I set Maximum number of active torrents to 2 and Maximum number of active downloads to 1. Then I add 3 new torrents and only one was started. It's OK but when the started torrent turn to seed the next torrent didn't start.

And which version of uTorrent is this?

Maybe you have checked the option to give seeding tasks a higher priority ?

I have version 1.2.

I checked seed priority but there is a problem. I set 2 total active torrents and 1 download active torrent then when the first torrent turn from download to seed a download slot was available, however the next torrent don't start until the first torrent reach my ratio rules.

I think the seed priority function is:

I have 2 active torrents and 1 download active torrents set.

When the first torrent finished and start seeding, the second torrent will start because the first torrent is not download now and 1 slot become available to download.

When the second torrent finished and start seeding, if the first torrent is seeding the third torrent will not start until first or second torrent reach the ratio rules.

This is not occuring to me.
